REVIEWER: George Rovegno, president of MIQS, Inc.

BACKGROUND: Founded in 1990, MIQS is the premier provider of electronic medical record and financial management software for kidney dialysis and offers the only integrated, patient-centric, unified clinical and financial software solution. MIQS provides knowledge-based health care information technology that transforms data into patient care while minimizing the uncertainty, risk and cost of medical practices.

PLATFORMS: Sun Blade 100, running Solaris 8; Sun T5220, running Solaris 10; Windows Vista.

PROBLEM SOLVED: One of the areas on which MIQS focuses is helping health care providers treat patients with failing kidneys suffering from end-stage renal disease. With the vision that doctors who have the right information at the point of care at the right point in time will generally make the right diagnosis, MIQS developed Disease Manager Plus, an application that transforms, compiles and presents information so doctors can more effectively interact with and treat patients. Disease Manager Plus does this by combining electronic medical records, practice management and decision-support functions within an integrated and analyzable application infrastructure. Not only does this allow health care providers to improve treatment, it also allows them to operate more efficiently by providing a more accurate and efficient billing process – improving time and revenue management.

PRODUCT FUNCTIONALITY: With Disease Manager Plus, doctors see all of the data related to a patient while they are meeting with the patient. Also, the data is organized in ways that enable doctors to see what has happened in the past, and make decisions about future courses of action. Doctors can view patient warnings via a wizard that pops up when specific conditions exist while doctors examine patient records. The Sybase ASE solution allowed three clinics to lower the mortality percentage for kidney dialysis patients from 25 percent to 15 percent. MIQS customers collect on average $12 to $13 more per treatment and, on occasion, much more.

STRENGTHS: Sybase ASE allows MIQS clients to quickly analyze thousands of pieces of data. Over the long term, patient information and conditions constantly change. To treat patients properly, doctors have to assess how things change over time to view trends, improvements or deterioration.

WEAKNESSES: Technical support has, in the past two years, been less robust than previously.

SELECTION CRITERIA: To ensure Disease Manager Plus would run properly and consistently, MIQS needed to integrate the software with a reliable relational database. As MIQS searched for a reliable database platform on which to build Disease Manager Plus, the company realized that only a handful of software companies offered true relational databases. When considering Oracle, MIQS discovered that licensing costs would be significantly higher, and MIQS was not certain about the level of support Oracle could offer. In addition to proving that Sybase ASE could properly handle the wide data sets that MIQS works with, Sybase also rose to the occasion when MIQS needed help with integrating Disease Manager Plus with Sybase ASE.

DELIVERABLES: Sybase ASE organizes the data so that doctors can see why someone is getting better or worse, treat patients more productively, and see more patients – which improves overall care and allows the practice to operate more profitably.
VENDOR SUPPORT: Working with Sybase has been a seamless collaboration. MIQS easily migrated all the way from ASE 11.9 up to 15.0, skipping 12.0 and 12.5 completely. During the upgrade to ASE 15, Sybase worked closely with MIQS to provide technical support and troubleshoot.

DOCUMENTATION: It takes an experienced Sybase database administrator to use the product. The documentation by itself would not be enough to let a novice use the product easily.
