BACKGROUND: The Utah State Court System (Utah Courts) is responsible for providing an open, fair, efficient and independent system for the advancement of justice under the law. It is comprised of two appellate courts the Supreme Court and Court of Appeals; courts of general jurisdiction including the district, juvenile courts, courts of local jurisdiction called justice courts; and two administrative bodies the Judicial Council and the Administrative Office of the Court.
PLATFORMS: EUREKA:Suite provides a broad range of business intelligence tools integrated into a single solution powered by Jasmine ii Portal, a 100 percent Java Web-based platform. Utah Courts is running the software on a UNIX based client/server platform with access to an IBM-based legacy environment.
PROBLEM SOLVED: To increase government efficiency through technology, the Utah Courts system needed a solution that enabled it to more effectively track and report on caseload trends. It sought a repository that allowed rapid extraction and collection of aggregate data residing in the state's court record information system (CORIS) database as well as case data from its juvenile and appellate courts. To continually compare the overall inventory of cases against the volume of cases entering or leaving the system, we would routinely run OLTP reports on several different systems and then enter the results into Microsoft Access for analysis. The entire process was extremely slow and labor-intensive. EUREKA:Suite has provided a fast and reliable solution for tracking a broader range of case-related data. Rather than importing information for all relevant caseloads, EUREKA:Suite is able to report on highly specific counts and trends, enabling us to more rapidly deliver information to the legislature and the media, and provide accurate updates on volume issues and workloads.
PRODUCT FUNCTIONALITY: CA's EUREKA:Strategy component provides a Web viewer and other advanced capabilities to deliver answers to virtually any question about a case moving through the system. To make highly detailed information available to case managers and judges at an operational level, we use EUREKA:Reporter to write reports directly from an operational data store which collects data weekly from OLTP source system. All caseload information is made available via a Yahoo-like interface provided by Jasmine ii Portal. The software acts as the underlying platform for all the EUREKA:Suite components. It allows each user to conveniently open his or her own news page or simply go a specific channel to find and access the required resources. The resources appear as a single, integrated application.
STRENGTHS: The greatest strengths of EUREKA:Suite are its speed and reliability. The quality of the data delivered through the new analysis process and the improved decision making it supports are greatly improved. We used to spend 90 percent of our time gathering information. Now we spend most of our time doing analysis work. In addition, EUREKA:Suite's powerful data warehouse analytic tool allows us to make projections with much greater accuracy.
WEAKNESSES: Initially there were a few counter-intuitive design elements in the portal component, but they have been corrected in subsequent product updates.
SELECTION CRITERIA: EUREKA:Suite provided an extremely fast and reliable solution for tracking a comprehensive array of caseload information. It was able to precisely report on totals and trends. The product's Web viewer makes it easy for users to quickly navigate through the system in an intuitive manner and rapidly find answers to their questions. EUREKA:Reporter lets us write reports directly from the data source, further reducing administrative burdens.
DELIVERABLES: With EUREKA:Suite we are now able to produce case management reports that help identify the cause of delays. If there are excessive delays, we have the tools to track the delays and show trends. We are also able to post quarterly statistics to the Utah Courts Web page within minutes of quarter end.
VENDOR SUPPORT: The services provided by CA's on- site consultants were invaluable. They went above and beyond our highest expectations, both in terms of their commitment to delivering the best solution for our needs and making sure the software was providing maximum benefits after implementation. In the few instances where we did need assistance, CA's technical support staff proved to be highly professional, responsive and knowledgeable.
DOCUMENTATION: The EUREKA:Suite powered by Jasmine ii Portal is very intuitive, so we typically do not need to reference the product documentation. However, on several occasions we have found the materials to be comprehensive, clearly written and very helpful when we needed to modify filters.
