BACKGROUND: Comprised of Georgia's Air National Guard, Army National Guard, State Defense Force and Office of the Adjutant General, the Georgia Department of Defense (D.O.D.) employs several thousand volunteers and officials at multiple facilities throughout the state.

PLATFORMS: CorVu solutions run on IBM AIX, Sun Solaris, Linux, HP-UX and Windows NT and support Oracle, Progress, Microsoft/SQL Server, Sybase, Informix, CA-Ingres, DB2, Hyperion Essbase, Microsoft OLE/DB for OLAP and open database connectivity (ODBC).

PROBLEM SOLVED: We implemented CorVu in the interest of gaining a better grasp on our operational data, ensuring that we have at our fingertips all the critical information needed to manage our resources and assist Georgia's citizens in times of crisis. This Enterprise Agency Performance Management solution has allowed us to improve organizational performance and ultimately meet our long-term objectives. CorVu is a standardized solution that allows us to articulate our key performance metrics and provide a common language for all to reference. Now we are ready to collectively enhance organizational performance and better prepare for emergency situations.

PRODUCT FUNCTIONALITY: CorVu's CorManage combines a robust Balanced Scorecard with OLAP query and reporting, executive dashboard alerts, forecasting and "what-if" analysis. The Balanced Scorecard allows us to measure performance results, analyze performance data and manage communication and implementation of our strategic initiatives. CorVu's point-and- click interface ensures that personnel of all levels can easily learn and understand the application. It provides the Georgia D.O.D.'s senior officials and operations managers with valuable performance information via an easily understood graphical "dashboard" interface that flashes key performance metrics in red (poor), amber (average) and green (optimal). Users can then drill down into any metric on the dashboard to analyze its supportive data and determine why the agency is ­ or is not - meeting overall strategic goals and budget requirements. CorVu's Balanced Scorecard ensures that the agency is well equipped to determine which of our directives are working effectively, as well as what can be done to improve them.

STRENGTHS: One reason we chose CorVu is because it can link directly to our ERP systems. We believe an application that is this strategic must leverage the value of our existing IT investments. In addition, CorVu provided the most comprehensive performance management functionality currently available. Its dynamic Internet/intranet-based remote access capabilities enable us to quickly and easily communicate key performance information to all facilities. CorVu's solution allows us to monitor our efficiency, resources, spending habits and the effectiveness of our organizational directives.

WEAKNESSES: The only weakness that I have experienced with CorVu is in their documentation. I would like to see a more detailed troubleshooting section that would assist users in discovering solutions to any questions encountered.

SELECTION CRITERIA: The CorVu solution will enable the Georgia D.O.D. to achieve rapid compliance with the federally mandated Government Performance and Results Act (GPRA). Legislated in 1993, the GPRA requires government agencies to develop strategic plans, set performance objectives and develop methodologies to measure those objectives in the interest of providing both government decision-makers and the public with reliable information about government programs.

DELIVERABLES: With CorVu's Balanced Scorecard, we have a streamlined, structured methodology for defining, communicating and evaluating our key performance indicators (KPIs), ensuring strategic decision support and performance management functionality. Additionally, the CorVu solution allows us to tie together individual streams of information that better educate personnel, especially part-time volunteers, on the fundamental big-picture structure of the organization and the interconnectivity of group functions and personal responsibilities.

VENDOR SUPPORT: Implementing a performance management solution agency-wide can be a tremendously complicated undertaking. CorVu's professional service team had us evaluating valuable performance information in a matter of days. Additionally, CorVu empowered our staff to command the solution intuitively and creatively to realize the full potential of our combined agency performance management solution.

DOCUMENTATION: Overall, the documentation provides users with an understanding of product functionality.
