Case Study: Aligning the Enterprise via a Data Governance Framework

Independence Blue Cross is the leading health insurance organization in southeastern Pennsylvania. With its affiliates, Independence serves nearly 9 million people in 32 states and the District of Columbia, including 2.5 million in the region.

Even large, established companies struggle with how to count and segment the basic metrics on which their business is based, let alone to validate that those metrics can be trusted and calculated consistently across the enterprise.

Through the convergence of several initiatives -- simplified access to critical business metrics, reconciliation with executive level reporting, establishing trust in the quality of the data, and instituting community-based data governance -- Independence’s Information Governance team is increasing the access, quality and level of trust in its enterprise data.

Independence will be the subject of a session at the upcoming MDM Summit in New York, Nov. 8-10. The session will review a successful data governance program that leverages the Collibra family of tools to provide these key components of an Enterprise Data Governance Framework. Highlights of that program include:

• Understanding how basic metrics are labeled, segmented & defined at the executive level, is the first step; such reporting segments form the basis of core corporate dimensions that can be trickled down through the enterprise

• Establishing a common language for enterprise-wide reporting segments & then codifying those segments & terminology into crosswalks & reference tables which can be promulgated within the enterprise

• Building & maintaining the governance process for discussing, determining & disseminating new guidance on enterprise level terminology & reporting segments as they change over time; while concurrently fostering a business community-based governance approach which enables & improves data management & forms a solid framework for dashboards & analytic reporting.

The session will be led by Jim Denyer, director of information governance at Independence Blue Cross. Denyer is an expert in the development and implementation of enterprise data strategy, including MDM and data governance applications.

Since 2005, Denyer has played an integral role in the development and evolution of IBC’s enterprise data strategy. He currently directs the Information Governance group, which oversees data architecture, data governance and quality.
