My experience in manufacturing IT aligns closely with these suggestions. Frequently the most beneficial efforts came out of small efforts with broad support from innovation-seeking customers and managers. This approach can leverage the concepts of agile development that encourages testing hypotheses, engagement, being in the field, and doing something with outcomes. The Doing, Measuring, Learning, Refining cycle has similarities with the Deming PDCA Circle with a nice emphasis on Learning. The approach also removes the "fear of failure" angst and "analysis paralysis."
